Organization of breakpoint locations

I should re-read my patches _before_ pressing send... Sorry for the
double post, my original patch set the wrong start number in
bp_location_tree_first_address. Which will not matter most of the time
(apparently not triggered by make check), but does not make sense . Here
is the fixed patch.
