make install DESTDIR=/tmp/foo fails in gdb head

Thanks.  I've committed the sim part of the change (6.2 and mainline). 
For the tcl, dejagnu and expect can I encourage you to check the 
upstream sources.  (GDB's stopping the bundling those directories so it 
is no longer a problem.)
