Request for README.SCO

Your request for a readme.sco file has been redirected to "the 
committee". Even if "the committee" managed to make a decision (their 
first!), it could take years before is settled on the wording.

Given that the far higher profile GCC has already made a statement on 
this, I don't, personally, think the benefit (vs the cost) of also 
having GDB make such a statement are that great.  Hence, I'd really like 
to drop it for now.

What I could do is add a link from the GDB pages to the FSF pages.

Sound ok?
