[Various] obsoleting the annotate level 2 interface

To summarize:

- gdb should implement the console
- gdb should implement the expand command jimI pointed out
- gdb can then make annotations obsolete (but not actually remove them 
for an extra release)

We may also want to print out the fact that level two annotations are 
deprecated.
