[maint] Update simulator maintenance

Hello,

This updates the simulator maintainer's file thus:

- Geoff and I each dropped a simulator
- Elena dis-owned SH
- clarified IGEN
- clarified what happens when there isn't a maintainer

baring comment, I'll make this official in a week.
