Actually, this looks like a bug.  -environment-directory likely isn't 
using the MI argument parser (which would have stripped off the ``"'').

A quick check shows:

ac131313@nettle$ grep environment-directory *.c
mi-cmds.c:  {"environment-directory", "dir %s", 0},

so yes, it isn't yet a true MI command :-(
