dejagnu in src/dejagnu does not work when installed

Hi Nick,

If you install the current CVS dejagnu it fails with:

ERROR: Couldn't find config.guess program.

even on simple commands like 'runtest --version'.  Could you look at
this?  The problem was introduced with your merge of Rob's dejagnu.
It seems to be somewhere between runtest (the shell script) and
runtest.exp.
