Obsolete ``target cisco''

I'd like to propose that the remote cisco target be made obsolete.

As far as I can tell, it is adding no value to GDB.  If someone really 
wants the ``remote cisco'' target then, I think, a better way of 
implementing it is as an independant remote-cisco.c file.
