GDB 5.1.91 available

FYI,

This is (finally) a test tar ball.  The intent is for people to give 
this a smoke test:

	o	does it build

	o	does the sequence
			./gdb/gdb ./gdb/gdb
			...
			(gdb) break main
			(gdb) run
		work

I've attached the draft gdb/README file - need to commit it before the 
release.

The hope is to, in 7 days, come up with a final release candidate (which 
would be available for a day) before becomming 5.2.
