Trying a configure on a bsd system I see:
$ grep '^INSTALL' gdb/doc/Makefile
INSTALL = /usr/bin/install -c
INSTALL_PROGRAM = ${INSTALL}
INSTALL_DATA = ${INSTALL} -m 644

I'm not sure.
A guess is that your system doesn't have a real install program so
configure is trying to set things up for src/install-sh
(../../install-sh) Some how the ``install-sh'' (../install-sh) is
getting lost. Look for ac_install_sh in configure.
