GDB stub for H8S/2134

I don't remember if there is a "Low-Cost Eval Board" for the H8S,
but if there is, and it has the "CMON" monitor, there's almost
certainly a GDB stub in it.  There is a CMON for regular H8/300s,
so if you can get the sources for that, the stub should be a
pretty good starting point.
