FWIW the subst_vars approach seems pretty ok.

However I'll send quotemeta to the list.
Also I may upgrade it to allow @{NAME} as well.
Or maybe even "raw string style" @{{NAME}} with any
number of braces.  This kind of thing makes it easier
to do stuff like support "/" or "}" in a regexp.
