I'm reopening this bug.  I was recently looking at the watchpoints test, and
ran into `gdb.base/watchpoint-unaligned.exp`, which, at least as of commit
1edefea39ff, still has `setup_kfail tdep/22389 *-*-*`.

This kfail was added in commit a3b60e4588606354b93508a0008a5ca04b68fad8 which
was mentioned in comment #1, so I think it's reasonable (at least to me) to
assume that  that commit didn't intend to resolve _this_ issue.

I don't have time right now to investigate further exactly what's going on in
that test, and whether there really is a bug, and whether it matches the
description in this issue.
