FYI/BRANCH: Patches applied to branch gdb-9-branch

Hello,

I have the GDB 9.1 release tarballs and will be uploading them
shortly. In the meantime, I am about to push the following
commits to the gdb-9-branch.

  - [release/branch 1/2] Document the GDB 9.1 release in gdb/ChangeLog
  - [release/branch 2/2] Bump GDB version number to 9.1.90.DATE-git.
