Tom de Vries appointed as Global Maintainer

Hi all,

I am pleased to announce that Tom de Vries has accepted the role of global maintainer
of GDB.  You have probably noticed Tom's excellent contributions, among which the
testing, documenting and fixing bugs of DWARF debug information in all of its forms.
We believe that Tom will be a very valuable addition to the team of maintainers.

Please join me in congratulating Tom on his new role.

I will push the patch below.
