GDB 9.1 release -- 2019-11-24 Update

Hello,
Here is another update on the gdb-9-branch creation. We're seeing
progress on most fronts of the "Still Pending" section. Thank you
guys!
If we could give the last few ones a little push, we might be able
to create the gdb-9-branch soon, and hope for a Xmas release...

TomT approved that patch, but TomDV found that a change in master
(pushed after the gdb-8.3-branch was created), causes an issue.
TomDV posted an updated patch a couple of days ago. Waiting
for review.

Fixes an internal error. The windows-nat portion (patch #1) has
received two positive reviews in the form of +1. But Pedro's review
would be a real plus. Patch #2 was reviewed recently, with requests
for changes.
