GDB 8.3 release update: branch creation on Tuesday!

I'll actually wait another day or two to see what happens with
the following thread:

If we find quickly enough that the patch is acceptable and can
push it to master soon, then I'll create the gdb-8.3 branch right
after, and create the first pre-release at the same time. If we need
a little extra time to discuss the issue, I'll create the 8.3
branch but then hold the first pre-release until we know more
what we want to do.
