[PATCH] aarch64 sim add support for fcvtl

This adds missing support for the fcvtl and fcvtl2 instructions.  The
new testcase fails without the patch and works with the patch.  The
GCC C testsuite unexpected failures drop from 1431 to 1427 (-4).
