update NEWS sections following gdb-7.6 branch creation

A trivial patch I applied to our NEWS file...

2013-03-12  Joel Brobecker  <brobecker@adacore.com>

        * NEWS: Create a new section for the next release branch.
        Rename the section of the current branch, now that it has
        been cut.
