[commit/head+branch] GDB Version Number bumped

Hello,

The branch has just been created, and thus I have updated the version
number on the head and the branch as follow. The official announcement
for the branch will be posted soon, when the branch is ready.

For the HEAD:

        GDB 7.1 branch created (branch timestamp: 2010-02-18 20:00 UTC)
        * version.in: Bump version to 7.1.50.20100219-cvs.

For the BRANCH:
