Add support for Dicos on x86-64.

Hi guys,

I'm checking in this change to add support for debugging DICOS
running on x86-64.  I'm moving the common non-architecture specific
code into a new dicos-tdep.c file in the process.

I'm applying the NEWS change under the obvious rule.
