[commit] Fix the copyright header of various files

Hello,

Following Pedro's observation, I tried to fix all files which had
a header saying that GDB was licensed under version 2 of the GPL.
Attached is the patch that I am about to commit.

I have not addressed the problem of the sim/ directory yet, but
it looks like we forgot to transition the sources to v3 entirely!
