PATCH: new sim port: moxie-elf

Please find attached a new simulator port to the moxie architecture[1]. 
The binutils port has already been committed[2], and the gcc port is
pending review[3].  I am hoping that this patch will be accepted so I
can continue to maintain it within the src repository.  I am also about
to submit a gdb patch.
