[RFA] Support for calling functions with decimal float arguments in PowerPC

Hi,

The attached patch implements the calling convention for decimal
floating point in ppc32 and ppc64 (arguments and return value), and
testcases for the new functionality.

This patch introduces no regression (tested in Linux/ppc32 and
Linux/ppc64). Ok to commit?
