[Xtensa] add more processor configuration settings

A forthcoming GDB patch requires some information about the Xtensa processor 
configuration that is not currently available.  I've committed this patch to add 
that information.  It also corrects the "THREADPTR" setting to be consistent 
with bfd/xtensa-modules.c.

Since this change is in the top-level include directory and is shared between 
GCC, Binutils and GDB, I've committed this change separately from the rest of 
the changes for GDB.

	(XCHAL_NUM_AREGS, XCHAL_MAX_INSTRUCTION_SIZE): New.
