[rfc][1/3] gdbserver bi-arch for ppc: xml support rework

I wrote:

I forgot to mention: all tests were run with gdbserver build both
with and without -maltivec.  Both versions got identical results
except of course that the altivec tests failed on gdbservers
without altivec support.
