[RFA/testsuite] testcase for "set print frame-arguments"

Here is a testcase that does basic testing of the new "set print
frame-arguments" command.

        * gdb.base/frame-args.c: New file.
        * gdb.base/frame-args.exp: New testcase.

Tested on x86-linux. OK to apply?
