[patch/rfc] Import linux-proc.c into linux-nat.c

Hello,

Same rationale as for importing lin-lwp.c into linux-nat.c; with this in 
place the cleanup can commence.  (Note that linux-proc's sibling - 
fbsd-proc.c was given an identical treatment).

I'll give this a day or say, it's an obvious follow on from other 
changes, but just to be sure ...
