[cobish] Don't set in_solib_call_trampoline to in_plit_section

Again, the architecture doesn't use IN_SOLIB_CALL_TRAMPOLINE so don't 
set the corresponding architecture method.  I've separated out the 
in_plt_section case as that's easier - the next round will be more 
complex as it also involves garbage collecting unused functions.
