[obish] Delete ecoff_relocate_efi

Chipping away,

ecoff_relocate_efi is used to relocate the pdr.adr field.  It turns out 
that:

- alpha doesn't use the field
- mips does it's own local relocation

So the function is doing nothing useful, I've deleted both it and its 
call site
