[COMMIT] Don't use DEPRECATED_FP_REGNUM in procfs.c

DEPRECATED_FP_REGNUM was only used in some sort of optimization.  If
there is still a SVR4-based target around that still uses
DEPRECATED_FP_REGNUM, it deserves to get punished, so I checked this
in.
