[commit] Delete VALUE_BFD_SECTION

GDB busts its guts draging around a BFD section in the ``struct value''. 
  Only, as illustrated by the test results, and an examination of the 
code, it doesn't actually use it!

Rather than convert this to a function, I've deleted it.
