[commit] Eliminate "level" from multi-arch

The "level" attribute in the multi-arch vector was being used to 
identify a few methods that couldn't be re-defined when an architecture 
was converted to multi-arch partial.  With everything at least partially 
multi-arch that problem is no longer there.
