[commit/obvious] top.c: update year

Happy Asimov's birthday!

This patch updates the banner year.  It passes the 'break main'
test.  I'm committing it now.

Everybody, remember to add '2004' to the copyright year.

This takes care of everything listed in PR gdb/925 for this year.
