[PATCH] Add preliminary OpenBSD/amd64 support

This patch adds preliminary support for OpenBSD/amd64.  There has not
yet been an official release yet, and there is a small binutils patch
that I need to check in before this will really work.  I'll commit a
note to NEWS when it does.
