[commit] Delete init_legacy_regcache_descr

The function init_legacy_regcache_descr was there as a crutch supporting 
old architectures (in particular _just_ MIPS) that had inconsistent raw 
and virtual register sizes.  MIPS was fixed some time ago.  All the 
working architectures implement register_type (instead of 
register_virtual_type).

This removes that crutch.
