[MAINT] Drop mainteinance

As my responsibilities within Red Hat increase, the time I have to
devote to FSF activities decreases. I am therefore dropping a few
peripheral areas. The gdb.stabs directory will become just like most
of the testsuite, and most of gdb already, where any global maintainer
can approve patches. Same for linespec.c.
