[commit] Rationalize current_target cleanup

Hello,

At present the target vectors "inheritance" mechanism is split across 
two functions: update_current_target and cleanup_target functions .

This patch merges these two functions (they were always called in 
sequence) into a single function that performs all "inheritance" 
operations: INHERIT, DE_FAULT, and [new] initialize the "beneath" link.
