[commit] Convert mips to print_registers_info

Hello,

This patch converts the MIPS target to print_registers_info (from 
do_registers_info).  The former takes explicit FILE, FRAME, and GDBARCH 
parameters.  Doing this eliminates many assumptions about global state.

Note that the conversion isn't yet perfect.  Many things are still 
relying on the global CURRENT_GDBARCH.  That will involve other changes.
