[commit] Eliminate Alpha's call_dummy_address

I've committed the attached.

It eliminates the Alpha OSF1 custom call_dummy_address -> without it 
OSF1 5.1 still works.  The archives also strongly suggest it was 
originally added to implement the wrong solution to a remote inferior 
function call bug (the fix is no longer needed).
