[commit] Update "frame.h" commentry

Hello,

The attached updates the commentry that goes with several key "frame.h" 
methods.  There are some pretty big hints here as to what what is 
comming down the line:

- replace global selected_frame with get_selected_frame()
- merge the reinit_frame_cache() and flush_cached_frames()
- replace create_new_frame / set_current_frame() with something
