[PATCH] Let dwarf2 CFI's execute_stack_op be used outside of CFI

So, since there seems to be agreement on this issue and Dan's larger
patch might need further tweaking, I'd like to get approval to commit
the appended (untested;-) patch so that this issue is closed for good.

Ok to commit to both branches?
