[RFC/RFA] Mutliarch h8300 step 1

Hi

Finally send my job ( sorry for long time silence). 
Since original h8300-tdep.c was VERY old and faulty :(,
I rewrite h8300-tdep from scratch :(((. So don't ask
me to send h8300-tdep.diff :).
