[patch] Make ui-out char* parameters const-char*

Just FYI,

This is just a cleanup.  It lets client code pass in const char * 
variables to ui-out without attracting a warning.

I looked at tweeking wrap_hint() but that went down a rat hole involving 
utils.c:wrap_here().
