SETPGRP and autoconf

People alternate between 2.13 and 
ftp://sources.redhat.com/pub/binutils/???/autoconf*.tar.gz .

Strictly speaking I don't know of a reson for GDB to use the latter (BFD 
needs it due to bugs).
