[maint] Add Fred Fish to blanket write privs list

Hello,

For those that are wondering, Fred Fish is a long long time hacker of
GDB.  His activities come and go but he always has an interest in
improving the code.  I've already discussed this addition with the other
Blanket Write Privs people.
