[PATCH] Don't configure GDBtk unless it is there

FYI,

I've checked in the attatched.  It stops GDB trying to configure Insight
when there there are no Insight sources to build.

	(enable-gdbtk): Only enable gdbtk when there is a GDBTK directory.
