[PRELIMINARY]: base port of gdb to IBM S390

You are of course correct & I'll need to do some work to get this stuff
nailed down properly.
 I didn't concentrate on getting the debugger working in a cross
development environment
as we can't connect up the S390 for remote debugging over a serial cable
yet :-).
If you spot anything else silly please let me know.

Martin Schwidefsky should be finalising getting his new glibc into gnu.org
this week &
as there are some reprocussions in the stuff he has had to change in the
kernel sources,
I have to get in sync with this before I post new patches.

Is there newer sources I should be building against or is 5.0 adequete.
