Import of new config.guess?

Hello,

Ben Eliston is currently in the process of updating config.guess.  I'd
like to have the updated version imported before GDB 5.0 goes out.

My question is easy.  What are the rules for importing this?  Only
import official releases (is config.guess ever officially released?)
