   The attached patch adds the command ``maintenance internal-error'' to
   the CLI. It includes additions to the testsuite (which must earn extra
   brownie points :-)

This change is cool, let's do it.  The extra brownie points due to
having a test case compensate for the loss of points due to not having
a comment in front of maintenance_internal_error, explaining its
purpose... :-)

Tiny nits: we want a decl for the function, and you can put its two
args on the same line.
